Born in Waterbury, Connecticut, Hayes has been serving her district since 2019, with education from Southern Connecticut State University.

In a tweet posted on April 3, 2025, Hayes announced a Passport Day in collaboration with the Department of State and the City of Waterbury. The event will take place at Waterbury City Hall on Saturday, April 26, from 10 AM to 1 PM, offering opportunities for individuals to apply for or renew their passports.

Hayes discussed a meeting held with members of SEIU 1199NE on April 3, 2025. The discussion focused on Republican-led efforts to defund Medicaid, which Hayes described as alarming for healthcare and social workers. She emphasized the importance of fighting against these proposed cuts for the health and safety of her constituents.

Another service for her district was announced on April 4, 2025, where she shared details about her caseworkers’ availability to help with federal agency issues. This service will be available at Eno Memorial Hall in Simsbury on Wednesday, April 9, from 11 AM to 4 PM.
